# Primary vs secondary conversions in Google Ads: what should guide bidding?

Choose useful Google Ads conversion goals, check duplicate signals and test GA4 imports. A practical checklist from CPCInsider’s ex-Google-led team.

A campaign can look successful while learning from the wrong action. A button click, an accepted enquiry and a completed sale describe different progress. Before changing bids, check what the campaign is actually trying to produce.

## 1. Understand the two settings and the exception

Primary actions support bidding when their goal is used by the campaign. Secondary actions normally serve observation in All conversions. **A secondary action inside a custom goal can still be used for bidding.** Check the campaign's selected goals, not only the action label. These distinctions are documented in [Google's conversion-action guide](https://support.google.com/google-ads/answer/11461796?hl=en).

Do not assume that changing a label in one place proves every campaign now has the intended objective.

## 2. Map the business outcome before opening settings

Create an inventory with action name, source, trigger, business meaning, duplication risk, reporting delay and owner. The names should distinguish a form interaction from a successful submission and a submission from sales acceptance.

| Won sale | A commercial result was recorded | Are value and reporting delay reliable? |

These are assessment questions, not a universal instruction to select the deepest event. A scarce or unreliable sales signal may not support the same decisions as a frequent, validated enquiry signal.

## 3. Check whether one action arrives through two sources

A website submission may be recorded by a Google Ads tag and imported from GA4. Do not count both as independent business results without understanding the setup. Record which source is intended for optimisation and which, if any, is retained for comparison.

Also distinguish duplicate collection from legitimate funnel stages. A form and its later sale are two stages of one customer journey. Giving both equal importance can obscure what the campaign should improve. ## 4. Inspect campaign goals and custom goals

For each active campaign, record its selected goals and the actions within them. Check account defaults, campaign-specific choices and any custom goal. If a diagnostic action appears in a custom goal, do not rely on its secondary label to keep it out of bidding.

Plan the change with the campaign owner. Write down the old setting, intended outcome and review date. Avoid simultaneous changes to goals, budget, bids and the landing page when you need to interpret the result.

## 5. Test the path from action to record

Submit a clearly identified test through the real website flow, then verify the expected event and receiving system. Confirm that failed submissions and page reloads do not create extra business outcomes. Keep personal details out of analytics event parameters.

For imported CRM outcomes, test a known record through qualification and check identifiers, timestamps and value handling. Respect normal processing delay; an absent immediate report row is not enough to diagnose a broken integration.

## 6. Judge the change using stable definitions

Record when the conversion definition changed. A fall in reported conversions after removing button clicks may represent cleaner measurement rather than worse acquisition.
