# Google Ads in Latvia: check location targeting and language journeys

Check service areas, multilingual ads and landing pages in Latvia. A practical targeting checklist with CPCInsider’s former Google employee expertise.

A Latvia campaign needs two separate decisions: where you can serve customers and which language journey you can support. A Latvian address does not identify someone's preferred language, and a Russian or English search does not tell you where the project is located.

## 1. Define the service area in business terms

Write down where the work can actually happen. An on-site installer may serve Riga and selected nearby towns; an online consultant may serve customers across Latvia. Also record exceptions: travel fees, delivery limits, minimum project scope and languages available for follow-up.

The person clicking and the place where they need a service can differ. A property owner abroad may be arranging work in Riga. Decide whether that is a good enquiry before narrowing the campaign.

## 2. Check the location option, not only the map

Google distinguishes **presence** from **presence or interest**. The latter can include people interested in the target location while elsewhere. Location detection is not perfectly accurate. See Google's [location options documentation](https://support.google.com/google-ads/answer/1722038?hl=en).

For a strictly local offer, assess whether presence better matches the requirement. For customers arranging a Latvian service from abroad, interest-based reach may be useful. Neither choice is universally correct.

| Delivery with a limited area | Does the advertised offer state the delivery boundary? |

Record existing settings before changing them. Compare actual service locations from enquiries with the campaign report; avoid treating an IP-derived location as proof of a lead's suitability.

## 3. Account for the September 2026 language change

Google's [language-targeting documentation](https://support.google.com/google-ads/answer/1722078?hl=en-GB) describes a rollout starting September 2026: Search campaign language settings are being removed and matching uses ad language. Performance Max's Search inventory follows this change; language settings still apply to its other channels. Check the current controls in your account instead of following an old screenshot.

For a Latvia business, the practical priority is a coherent LV, EN or RU journey: search intent, ad copy, destination, form labels, confirmation and human follow-up. Do not promise support in a language the team cannot handle.

## 4. Test each journey with the same offer

Open each destination directly on mobile. Check that it stays in the intended language, preserves the service promise and leads to the right form. Test phone links, error messages and confirmation text. Confirm that the enquiry reaches the right owner.

Use one worksheet row per language: offer, ad group, final URL, form, response owner and test date. A translated homepage is not enough if a campaign sends visitors to an untranslated service page.

## 5. Avoid fragmenting a small market unnecessarily

Separate campaigns when different budgets, offers or ownership justify it. Do not create every possible city-and-language combination by default. Small groups can leave too little evidence to compare outcomes.

Review spend, qualified enquiries and rejection reasons by a useful grouping. Treat one out-of-area enquiry as a clue to investigate, not proof that the entire setup failed.
