# Google Ads impression share: budget problem or rank problem?

Losing Google Ads impressions? Separate budget from rank, work through a numerical example and choose a bounded next step before increasing spend.

**A low impression share is a diagnostic signal, not an instruction to spend more.** This workflow turns one Search campaign's lost visibility into a decision record: what is constrained, whether the missing exposure matters and which change deserves a controlled test.

If your campaign has no impressions at all, start with the [delivery troubleshooting guide](https://cpcinsider.com/insights/google-ads-not-spending/). Here we assume an eligible campaign already receives traffic. We are investigating missed auction opportunities, not account approval or an organic search ranking.

## 1. Define the denominator before the target

Google defines [impression share](https://support.google.com/google-ads/answer/2497703?hl=en) against estimated eligible impressions. It is not your share of every search in the market. Write down the campaign, locations, keywords and dates before comparing periods; a changed targeting scope can change the opportunity set.

Decide which demand you want. A campaign reaching more relevant commercial searches may be healthier than one achieving a higher percentage within a tiny audience. Do not narrow your service area merely to make the percentage look better.

## 2. Save the relevant campaign columns

At campaign level, add Search impression share, Search lost IS (budget) and Search lost IS (rank) through competitive metrics. Google's [column guide](https://support.google.com/google-ads/answer/7103314?hl=en) distinguishes budget loss from Ad Rank loss. Record blanks as unavailable, not zero.

Save the export alongside spend, your chosen business outcome and recent changes. Keep brand and non-brand campaigns separate where your account structure allows. Their demand and role differ; use the [brand comparison guide](https://cpcinsider.com/insights/google-ads-brand-vs-non-brand/) for that question.

## 3. Use this hypothetical example carefully

These are invented educational numbers, not CPCInsider results or a forecast. Assume a comparable Search reporting scope with 1,000 impressions and 50% impression share.

| Item | Example | What it supports |
| --- | --- | --- |
| Estimated eligible impressions | 1,000 / 0.50 = 2,000 | Approximate denominator |
| Lost IS: budget | 20% | Investigate budget constraint |
| Lost IS: rank | 30% | Investigate auction competitiveness |
| Additional customers | Unknown | Needs customer-outcome evidence |

The calculation does not mean buying 1,000 more impressions produces a proportional number of sales. Auction estimates, query mix and costs can change. Do not multiply missed impressions by your average revenue and present the result as lost revenue.

## 4. Match the next action to the constraint

| Observation | Question before a change | Proposed next step |
| --- | --- | --- |
| Budget loss, acceptable qualified cost | Can sales handle more suitable enquiries? | Consider a capped budget test |
| Rank loss | Is the ad and page relevant to the query? | Diagnose relevance and bidding separately |
| Both losses | Which constraint has the clearest evidence? | Test one primary hypothesis |
| Missing or sparse data | Is the reporting window usable? | Extend observation and retain uncertainty |

Google's [improvement guidance](https://support.google.com/google-ads/answer/7103386?hl=en) describes budget, bids, quality and targeting as possible levers. Our recommendation is to choose the lever only after checking customer economics. The [Quality Score diagnostic](https://cpcinsider.com/insights/google-ads-quality-score/) helps investigate relevance without treating a score as a sales target.

## 5. Write a test brief with a stopping boundary

Record the baseline, one proposed change, owner, maximum additional spend and review date. Define success using qualified enquiries or another validated business outcome. Check [conversion delay](https://cpcinsider.com/insights/google-ads-conversion-delay/) so the new period has time to mature.

Before launch, complete a simple sentence: “We will change ___ because ___, spend no more than ___ extra, and review ___ after ___.” Save the previous setting. A before-and-after comparison remains observational; it does not isolate causality like a suitable experiment.

## Leave with a decision, not a visibility target

Your output should be a one-page record containing the campaign, opportunity scope, budget/rank evidence, outcome cost, chosen action and remaining uncertainty. Keep, investigate or test are all valid conclusions. A 100% share is not automatically economical.
